Sergey Kolesnikov, president and managing partner of TechnoNICOL, articulated his view on how the government should support the building industry in a meeting with the Russia’s Prime Minister Dmitry Medvedev 16.06.2016 Sergey Kolesnikov, TechnoNICOL president and managing partner and presidium member of the Business Russia noncommercial organization, took part in the Meeting devoted to the innovation development in the industry of construction materials held in Vladimir on June 14, 2016. Mr. Kolesnikov articulated a series of proposals around the issue of export advances and articulated measures for the support of building industry members.

The leading regulatory authorities assisted the meeting: Prime Minister Dmitry Medvedev, Minister of industry and trade Denis Manturov, Minister of construction, housing and utility infrastructure Mikhail Men, heads of federal and regional governmental authorities and representatives of the Russia’s leading construction companies. The discussion issues included import substitution and support of exporting companies.
Today Russian building companies have wide export opportunities worldwide. However, the weakening of the national currency leads to significant costs on product certification in foreign countries. Russian producers require subsidies on this type of expenses. Denis Manturov, Russia’s Minister of industry and trade, opined it was essential to work on the issue of costs recuperation to promote Russian materials abroad.
The TechnoNICOL president and managing partner Sergey Kolesnikov highlighted the problem of trade credit. In his opinion, the accounts receivable system restrains export progress. The solution to this problem is bringing the Russian insurance practice closer to the European pattern. Another problem lies in the field of seasonal road limiting and closure, especially in spring and summer. “We are bound to stop the production process in April and May due to traffic restrictions. As a result, the budget receives 300 mn rur less tax. We suggest that all Russian regions should support the 10 tones weight transfer in spring,” summarized Sergey Kolesnikov.
